  • To start a new service you need to fill out an application, we need a copy of a photo ID and proof of social security number. The deposit to start services is $25.00, there is an electric connection fee of $25.00 and a water connection fee of $25.00. To transfer services within Larned your account must be current and in good standings. There is a $15.00 electric transfer fee and a water transfer fee of $15.00, as well as an application to fill out.  To stop services a disconnect form must be signed and filled out at City Hall with a forwarding address to receive a final bill..

  • Bills come out the first of each month, they are due by the 15th or a 10% late fee will apply.

  • We accept cash, check, money orders and credit cards. 

    You can mail your check/money order, bring it into City Hall or place in the drop box located at City Hall.  

    We also offer text to pay and pay by phone, both are available 24/7.  For pay by phone the number is 1-877-785-8317. 

    You can also sign up for automatic bank withdrawal from your checking account, this will be drafted the 15th of each month, if the 15th falls on a weekend then it will be drafted the next business day.

    We accept web payments as well.  To pay by web simply visit https://www.municipalonlinepayments.com/larnedks to set up your account.  You will need your account number and last amount paid.

  • A permit is required for all work performed by contractors or homeowners common work that requires permits include, but are not limited to: decks, fences, finishing basements, remodeling rooms, building garages and / sheds, roof repairs, porches, heat and air units, plumbing and electrical.

  • No, structures cannot be built in easements. Plot plans submitted for approval with the permit application must sh ow these easements and indicate where the structure will be located outside of the easement.

  • You may perform construction work without having a trade certificate provided you are both the owner and occupant of the home. However, you must still obtain a permit, and have inspections completed during construction. If you are doing work on your secondary residence or a friend/relative's property, you need to have a trades license as well as the proper permits and inspections.

  • Permits for work done in the public right-of-way are issued and inspected by the building inspector and/or Street Supervisor.

  • The following licenses are issued by Building Inspections: Building Contractor, Roofing Contractor, (roofing contractors must have Kansas Roofing registration) Demolition Contractor, Sign Contractor, Mechanical Contractor, Plumbing Contractor and Electrical Contractor. Most licenses require successful completion of the Block and Associates (Prometric or ICC) exam.

  • Building Inspections issues certificates for the following trades, upon successful completion of the Block and Associates exam (Prometric or ICC) : Journeyman Plumber with Gas, Master Plumber with Gas, Journeyman Electrician, Master Electrician, Journeyman Mechanical and Master Mechanical, Sprinkler Installer. The following certificates are issued without successful completion of the Block and Associates (Prometric or ICC) exam: General building trades and tree trimmers.

  • The Larned Water Department is implementing a common utility maintenance procedure called unidirectional flushing. It involves opening specifically-selected fire hydrants and closing specifically selected valves under controlled conditions to scour the inner surface of water distribution pipes. The scouring process helps to remove corrosion scale and sediment that accumulate naturally over time. If otherwise left in place, these deposits could degrade water quality and restrict pipeline carrying capacity.

  • Though not intentional, this happens from time-to-time during the flushing program. During flushing, certain valves are closed to provide control over the direction of flow. It is likely that a valve closure resulted in loss of supply to your block. The field crew will be sent to your block immediately to investigate and identify which valves may be closed and need to be re-opened.

  • No, each residence and business is individually metered at the service connection to determine consumption. Your utility bill is based on your specific meter readings.

  • The color is due to the presence of solids that are scoured from the surface of the pipes. These may include sand, sediment, iron (rust), and manganese, all of which are naturally-occurring and common to virtually every water system. At the levels that cause mild discoloration, these solids are not harmful, although they may impart an undesirable taste to the water.

  • Customers are advised to fully open their cold water faucets in their kitchen and bathroom to flush this water out of their service piping and plumbing lines. In most cases, the water should begin to run clear again within a minute. If it does not clear, please let us know and we will have a field crew sent to your house to investigate further.

  • Yes, the LWD has maintained compliance with all state and federal drinking water quality standards. The LWD performs frequent monitoring throughout the system to ensure the safety and aesthetic quality of your water. Each year, the LWD prepares the Consumer Confidence Report for all our customers. This report summarizes the results of testing and provides a comparison to regulatory standards. We are performing flushing as a proactive measure to further enhance water quality and help ensure continued compliance.
